Dear Sir,
In his Annual Report earlier this week, the Chief Inspector of Probation challenged society to consider if keeping offenders locked up in prison was a sustainable approach.
By looking at the offending rate of those released under the early release scheme, he calculated that the notional cost of preventing an offence is £80,000 for just over a fortnight.
Langley House Trust, a national registered charity, in partnership with colleagues in the statutory services, has been successfully rehabilitating offenders in the community for over 50 years.
It costs, on average, about £14,000 for an offender to stay at one of our hostels for one year. This compares to the £40,000 that it costs to keep an offender in prison for one year. True, we cannot offer the same absolute non-offending guarantee as incarceration, but with a reoffending rate of less than 5 percent, the Trust significantly outperforms the national rate of 155 offences for 100 offenders! What is more, of the 85,000 currently in Prison it should be noted that, with few exceptions, each will be released at some point to their home communities. At that point the process of re-integration, hopefully with the determination not to reoffend, has to start somewhere.
We note the publication yesterday of the Ministry of Justice Structural Reform Plan, and their desire for a ’Rehabilitation revolution’. We look forward to engaging with Ministers in their future discussions.
We firmly believe that Langley House Trust and the third sector in general, has much to offer the Criminal Justice system. Principally, these are outstanding value for money and re-offending rates the criminal justice system has never come close to.
